Its statutory basis is stated on the register’s own page: article 30.5 of Law 11/2022 gives the commission the grant of rights of use over public numbering resources.
It sets out the full span of resources administered — geographic, nomadic, mobile, special-tariff, short codes, operator selection codes, M2M, personal, virtual private network and internet access numbering.
It also administers national and international signalling point codes and mobile network identifiers under the relevant ITU recommendations, so those are traceable to the same authority.

A numbering right of use is granted to an operator over a resource. It does not establish that the operator is providing service on it, nor that it serves any particular subscriber, because numbers are portable.
Being recorded here proves nothing about spectrum or numbering. Notification as an operator, an individual spectrum authorisation and an allocation of numbers are three separate legal acts kept in three separate systems. Being granted numbers is a different legal act from notifying as an operator under article 6.2.
The register administers Spain’s allocation within the ITU country code 34; it does not establish anything about numbering in any other country.
Absence of a resource does not establish that it is unassigned, only that it is not covered by a right of use recorded here.
