Open Tender notices, award notices, contract history and solicitation documents were all retrieved without an account. The service’s own account-access page uses the phrase "view and bid", but reading a notice requires no account; an account is used to bid and to receive notifications.
CanadaBuys can be searched free of charge and without an account, and solicitation documents are downloadable anonymously.

Limitations
It is a notice database, not a supplier register. Publication establishes nothing about a supplier’s eligibility, standing, competence or trustworthiness.
The account-access page is worded as though an account is needed to view opportunities, which understates what can be read anonymously.
Notice content is supplied by the contracting authority, so an error in a notice is the authority’s and is not corrected by the service.
The service intermittently refuses automated requests, so availability to a script is not a guide to availability in a browser.
