They are separate measurements and are never combined. Domain Rating is measured by Ahrefs and read through their public Domain Rating API. Each value carries the date it was read and describes the whole domain that was measured, not the individual page it appears beside. Where several records are published on one measured domain they repeat that domain’s single dated reading rather than each carrying a figure of its own. A record shown as not measured is a record nobody has a reading for, which is not the same as a record measured at zero. Domain Rating is a third-party metric produced by their respective providers, not by PetroHrys.com. Each recorded value carries its provider and the date it was measured, and describes the domain that was measured rather than one page on it. No source has been consulted for authority score, trafic estimé and domaines référents, so they are not published for any record.
Partly open The database was served anonymously with no credential, so login is recorded as not required. It is a JavaScript application that did not render its search to a non-executing client, so result content, coverage and any limits were not observed and stay null.

Its legal basis is stated on the database itself: Article 12 of Directive (EU) 2018/1972 and Article 4(1)(l)(i) of Regulation (EU) 2018/1971.
It is the only single interface covering notified providers across EU member states, which no national register can offer.
It can be searched by provider name, legal status, address and country, and by network type, service type, wholesale or retail level, public availability and geographical area.
Limites
It is a database of NOTIFICATIONS, not of licences. Under the general authorisation regime a provider notifies the regulator; no individual licence is granted, and an entry must not be read as one.
It aggregates what national regulators transmit. The national register remains the legal source of record, and a discrepancy is resolved there rather than here.
Being recorded here proves nothing about spectrum or numbering. Notification as an operator, an individual spectrum authorisation and an allocation of numbers are three separate legal acts kept in three separate systems. This database covers only the operator notification.
Providers of number-independent interpersonal communications services — email and messaging — are outside the notification duty in several member states, so absence does not establish that a service is unlawful or unregulated.
The interface is a JavaScript application, so it could not be exercised and nothing about result content or coverage is asserted.

The definitions describe what was weighed, not a rubric: no threshold or formula maps a directory onto a value, and two reviewers could reach different numbers. The score is reproducible from the factors shown on every record, but it is an editorial judgement, not a measurement.
