The Act designates it as the Polish insolvency register for the purposes of the European insolvency regulation, so it is the register other member states connect to.
The Ministry of Justice publishes its scope and legal basis on its own pages, so what the register does and does not disclose can be checked against the responsible authority rather than a commentary.
Limites
The portal is behind bot protection that returned an Imperva interstitial to every request, so no search behaviour, fee or credential requirement could be observed and none is asserted here.
There is no open API alongside the portal, unlike the National Court Register, so the access position cannot be established indirectly either.
